We don't expect that they would normally use this area, <br />even though, as the crow flies, they are in close proximity to the site on the ridges above the canyon. For <br />the most part, the grouse seem to stay up on top year-round, and if they do come down in a severe <br />winter, they go to more open country in the lower Roan CreeWDeBeque area." <br />Exhibit C - Minino Plan <br />3. Please specify estimated start and finish dates as required by Rule 6.3.3(a). <br />The estimated start date, based on approval of all necessary permits, is October, 2006. The estimated <br />finish date, based on current and future operations projections, is October, 2021. <br />4. With the apparent small volume of available growth medium (finer soils capable of supporting <br />vegetative growth) documented, please revise the mine plan and reclamation plan text to commit <br />to salvage and replacement of all available growth medium. Include stockpile locations in text and <br />on the mine plan map. <br />All topsoil and salvageable growth media will be salvaged as it is encountered. It will then be screened <br />and stockpiled on site for use in reclamation efforts. The initial area to be mined, the area nearest the <br />north boundary of the site, does not have known topsoil cover. This area will be mined to a horizontal <br />surface, then used to stockpile topsoil and salvageable landscape materials to be used in reclamation. <br />5. Per Rule 6.3.3, please specify the depth to be mined (into the hill), indicate the number and <br />configuration of the bench system (width x height) to be utilized, indicate the stability of these <br />working bench faces and what measures will be taken to prevent the slope from raveling upward <br />and off the permit area. <br />Based on the topography of the site, it is estimated that the approximate depth of material to be mined is <br />80 to 100 feet. The material will be removed down to a horizontal surtace which follows the elevation <br />contours of the toe of the slope. This site will be an open face mine, not a pit mine. A dozer will push <br />down the high wall material creating terraces as a safety break making the slope more stable and <br />reducing the need for reclaiming a large high wall. Each terrace will measure approximately 10 to 15 feet <br />wide and 10 to 15 feet high. The top high wall will be maintained on a 1 h to 1 v slope during mining <br />activities to prevent raveling. Mining and surface activities will not extend to the up-gradient boundary of <br />the permitted area; therefore, a buffer will exist to further ensure that off-site impact does not occur. <br />6. Per Rule 6.3.3(g), please specify the dimensions of existing roads proposed for access and <br />indicate if they will be improved. If they are to be improved, or for any new road to be constructed, <br />the construction and reclamation specifications must be included in the permit area, via an <br />amendment to the application. <br />Mining access will be via an existing private road one mile north of the end of County Road 211. The <br />access road measures at least 25 feet wide. The road was originally designed to accommodate heavy <br />mining equipment and is currently used by the oil and gas industry for such a purpose; therefore, the <br />access road will not be improved. <br />Per Rule 6.3.3(h), please specify how much water will be utilized for the operation. Please also <br />see the enclosed comments from the Office of the State Engineer regarding the proposed water <br />usage, <br />With the exception of dust control, operations on this site will not require water. Under normal operating <br />ciroumstances, dust mitigation will require approximately 260 barrels (bbl) per day. Chevron has <br />contracted Dalbo Services, lnc. to provide wafer service for dust control. Dalbo controls the wafer lease <br />contracts pertaining to this site and other activities in the area.
