Without specific descriptions of the topsoils for these pits, you have <br />been unable, in general, to commit to replacement depths for topsoil on the <br />pit sites. I suggest that you use the soils descriptions and your knowledge <br />of the sites to coin~nit to a topsoil replacement depth for each of the seven <br />pits. If the sites have been previously disturbed to a great extent, you <br />should commit to salvaging all topsoil that still remains and commit to its <br />use on the entire permit area. If topsoil is to be hauled in (for example, <br />from road ditch cleaning operations), please so specify. In any case, a <br />topsoil replacement plan should be given for each pit. <br />4. Specifically, for the U.S. Army Corps of Engineers Pit, is the final <br />land use to be pasture or wildlife? Will domestic grazing be discontinued, <br />and will brush piles be erected as per the Division of Wildlife <br />recommendations? <br />5. Our Division concurs with the general S.C.S. re vegetation <br />recommendations for these pits and we suggest that they be followed closely. <br />Exhibit H <br />Each operation must have a Performance Warranty submitted before a permit can <br />be issued. The form is largely self-explanatory, and I have included a copy <br />for your use. Please fill one out for each pit, have it signed by the <br />Chairman of the Bent County Commissioners and add the correct legal <br />description as Exhibit A. <br />I realize that I have asked a rather large number of questions concerning <br />these seven operations. However, most of the questions are straightforward <br />and should not be too difficult to answer. Please feel free to call me if I <br />can clarify any parts of this letter.
