Adams Pit: An examination of Map C-1 indicates that the correct legal <br />description for the permit area is the SE/4 of the SE/4 of Section 21, rather <br />than the SW/4 of the SE/4 of Section 21, as given in Exhibit A. Please <br />clarify this situation. <br />2. Smartt Pit: The legal description for this operation should be given to <br />the nearest quarter quarter section(s). The description is now given only as <br />the NE/4 of Section 23. <br />Exhibits B and C <br />1. The following questions should be answered for all seven pits: <br />a. What is the estimated life of the mining operation? Given the <br />indefinite usage rate, this is admittedly an estimate, but such estimate <br />is needed. <br />b. What is the typical equipment, both mobile and fixed, to be used in <br />the mining operation? <br />c. Details of topsoil salvage and handling should be provided. The <br />planned depth of topsoil salvage, the location of topsoil stockpiles (if <br />not given in either the text or on the map), and the plans for <br />stabilization of topsoil stockpiles with a cover crop should be given. <br />In this regard, it is necessary to stabilize all topsoil stockpiles to <br />be left for one growiny season or longer with a perennial yrass cover <br />crop to prevent wind and water erosion. The Soil Conservation Service <br />can suggest an appropriate species, or you inay simply wish to commit to <br />Western wheatgrass at a drilled rate of 16 lbs. PLS/acre (giving a <br />seeding rate of 40 seeds/sq. ft.). <br />2. Adams Pit: <br />a. Since this operation is to mine a dry creek bed, care must be taken <br />to maintain the flow regime when the creek bed does flow and mining is <br />not occurring. The end slopes of the excavated area (upstream and <br />downstream ends) should be maintained at lOh:ly between mining <br />episodes. Bank slopes should be maintained at 3h:ly. <br />b. Is mining to occur only in the creek bed itself? Any mining <br />outside of the creek bed must involve topsoil salvage, reshaping of <br />banks, and a consideration of upstream and downstream effects of <br />widening the creek bed (when it flows). <br />c. All topsoil (and gravel) should be stockpiled well up from the <br />creek bed (either above the 100-year floodplain or berined to resist <br />flooding and loss). Please clarify your plans in this regard. <br />d. What is to be the direction of inininy on the site? <br />
