Auffrey: <br />I have completed my adequacy review of the limited impact applications for the <br />seven Bent County gravel operations captioned above. I have several questions <br />and comments concerning these applications. I have organized these questions <br />and comments on an exhibit-by-exhibit basis below. When the questions are <br />general ones that apply to all of the applications, they will be so <br />identified. Questions concerning individual operations will be so <br />identified. Any exhibits or parts thereof for any individual operations not <br />mentioned in this letter are considered adequate now. <br />These applications are scheduled for the October 26-27, 1983 meeting of the <br />Mined Land Reclamation Board. Please have your responses to this letter to me <br />as soon as possible such that I will have time to review them and, if <br />necessary, clarify any final points before the meeting. If we can resolve the <br />matters in this letter, these applications should be able to be considered as <br />"no problem" matters and presented in written form to the Board. In that <br />case, you would not need to be present at the meeting. <br />Proof of the two sequential weeks of publication in a newspaper of local <br />circulation for all seven pits should be provided to our Division as soon as <br />possible. Furthermore, all landowners of the permit areas themselves, as well <br />as any immediately adjacent (touching the permit boundaries) landowners must <br />be notified of these application by sending a copy of the first publication to <br />them by certified mail. Proof of these notifications (the green certified <br />mail return receipts or copies thereof) should be provided to our Division as <br />soon as possible.
