APX O Page ~ 4
McCLANE CANYON MINE
• Road Compliance Statement
4.03.1 (1) General Requirements
The McClane Canyon access and haul road was constructed in 1977; therefore, this
compliance statement is being written to comply with the regulations that became
effective some 20 years after the road was constructed. No person involved with the
design, construction or permitting of the road is available to confirm the process.
The road has had no discernible effect upon the conditions existing in the area with
regard to erosion, pollution of air or water. The road has not caused damage to
public or private property. The road has not caused damage to fish, wildlife, and
related values. The road has proven to be designed adequately based upon the way
that the road has functioned over the years. The road will be removed and reclaimed
when mining has been completed.
(2) Location
Since the road was built in 1977 the location of the road is fixed. No part of the road
is in a stream channel, except where the channel has been crossed using Division
approved methods. No fords of any channels exist.
• (3) Design
The overall Grade of the road is 5.9 percent ,the maximum pitch is 10.7 percent
and the no area of the road is steeper than the requirements. The horizontal
alignment is fixed and is consistent with the topography. The width of the road is
approximately 22 feet, has been adequate far the vehicles using the road, and will
be adequate for anticipated future vehicles. The road cuts have been stable for the
life of the road. The only stability problems encountered have been from natural
slopes sliding onto the haul road. Erosion along the road is controlled by the
revegetation that has occurred.
Road embankments have also been stable for the life of the road. It is unknown if
vegetation was removed, which specific materials were utilized to construct the
embankments, or how the material was placed. No topsoil was salvaged from the
alignment.
(4) Drainage
The drainage structures along the road have functioned will during the last 20 years.
The road has not washed out. The drainage structures along the road have a
demonstrated ability to safely pass the runoff from storms up to the 50 year 24 hour
• storm event. The McClane Creek was diverted to the north from its natural location.
The relocation was done in 1977 and was apparently approved by the regulating
agencies prior to diversion. Grand Valley Coal has committed to study the adequacy
of the design. All other drainages have been routed through or around the road in
M` Volume III 9-18-97
