Two years prior to permanent cessation of the use of the relocated road or <br />the expiration of right-of-way grant C-29939 (whichever occurs first), the <br />• grantee will submit a reclamation plan to the.Area Manager, Kremmling Resource <br />Area, for his review and approval. The grantee will not commence reclamation <br />activities without this approval. <br />Special Stipulations Pertaining to the Abandoned Roads: <br />16. ~On or before February 28, 1981, the grantee will submit to the Area Manager, <br />Kremmling Resource Area, proper evidence that Jackson County has completed <br />vacation actions for the abandoned portions of Jackson County Roads 12E, 29, <br />and 29A located on Federal lands in Sections 25 and 26, T. 9 N., R. 78 W., <br />6th P. M. The abandoned portions [o be vacated on Federal lands are between <br />points J and K and points L and M on Map 1 for Jackson County Road 12E; be- <br />tween points N and 0 on Map 1 for Jackson County Road 29; and between points <br />N and P on Map 1 for Jackson County Road 29A. <br />17. Within 15 years of the commencement date of right-of-way &rant C-29939, all <br />of the shallow gravel pits at point S on Map 1 will be shaped into one shallow <br />depression having no side slopes steeper than 3: 1. After shaping, [he depres- <br />sion will be scarified if necessary, mulched, seeded, and fertilized. <br />18. Within 15 years of the commencement date of right~f-way grant C-29939, the <br />portion of the existing [rail between points Sand U and points T and N on <br />Map 1 will be scarified, mulched, seeded, and fertilized. <br />19. Within 15 years of the commencement date of right-of-way grant C-29939, the <br />. portion of the existing trail between points U and T on Map 1 will be scari- <br />fied, waterbarred, mulched, seeded, and fertilized. <br />20. Within 15 years of the commencement date of right-of-way grant C-29939, all <br />of the blacktop and/or gravel present on the abandoned portions of Jackson <br />County Roads 12E, 29, and 29A between points V and K, points L and M, points <br />N and 0, and points N and P on Map 1 will be stripped from the roadbeds and <br />hauled [o an appropriate disposal site available to Jackson County. After <br />stripping and hauling are accomplished, these abandoned portions will be re- <br />contoured [o approximate original contour, scarified, waterbarred where neces- <br />sary and/or appropriate, mulched, seeded, and fertilized. <br />21. Within 15 yea rs of the commencement date of right-of -way grant C-29939, all <br />the blacktop and/or gravel present on the abandoned portion of Jackson County <br />Road 12E between points J and V on Map 1 will be stripped from the roadbed and <br />hauled to an appropriate disposal site available to Jackson County. After <br />stripping and hauling are accomplished, all cuts on the abandoned portion will <br />be reshaped so that no cut slope is steeper than 2:1. All spoil material pro- <br />duced by reshaping will be sidecasted onto the roadbed where the spoil material <br />will be spread into a tapered fill, with the thin portion of the tapered fill <br />on [he northerly edge of the roadbed and the thick portion of the tapered fill <br />on the lower part of the reshaped slopes.
