2. Several high water channels appear to pass through portions of the excavation area. <br />Flow debris, deposited from previous high flows, was observed through out low-lying portions of <br />the permit area. Therefore, it is anticipated that low-lying areas of the proposed permit area <br />may be flooded during high flows. Pursuant to Rule 3.1.5(3), 3.1.6(1), 3.1.6(3), and 6.3.3(1), <br />please revise the application to discuss the potential for flooding, including flood frequency and <br />how mining and reclamation activities will be conducted to account for such flooding. <br />3. The presence of high flow channels and flow debris indicates a potential for the <br />excavation to encounter historic mill tailings. Such tailings could have been transported from <br />upstream milling operations and deposited within the proposed excavation area during previous <br />high flows. If present, such tailings could be toxic and acid-producing materials, as defined by <br />Rule 1.1(51). Pursuant to Rules 3.1.5(2), 3.1.5(5), 3.1.5(10), 3.1.5(11), 3.1.6(1), 6.3.3(i), <br />6.3.3(k) and 6.3.4(e), please describe how such materials, if encountered, will be handled and <br />reclaimed in a manner that will protect the drainage system from pollution. <br />4. Permit documents indicate that the proposed mining and material processing activities <br />will utilize water. Pursuant to Rule 6.3.3(h), please specify how much water will be used in <br />conjunction with the operation, and the source of this water. <br />5.
