It is not clear that the adjacent intermittent drainage swale will <br />not neerJ protection fran sediment rJuring the mining operation. An <br />examination of the pre-mining map indicates extensive areas capable <br />of providing overland flow to the pit area (although slopes are very <br />••.;,'••,l gradual). Plus, disturbances such as active rnininy and the topsoil <br />-` ~0 i` berm can contribute to sediment loss during storms. The calculations <br />~C given in Appendix A apparently relate to increases in flows at a <br />r bridge (location unrJeFined) due to the rnininy operation. The reason <br />~, for giving these calculations is unclear, and, in any case, they do <br />not obviate the need for sediment control. Please clarify tYris <br />entire situation and provide far a sediment control system (berms <br />.and/or a pond) unless you can more clearly show that this is not <br />necessary. <br />~~' 10. More details should be proviued concerning the asphalt plant to be <br />Q~~ used on site. <br />Exhibit E <br />1. It is stated that topsoil replace~~ient and seeding will occur "at an <br />optimum time to insure seedling establishment after emergence". When <br />is this optimum time? Please consult with the S.C.S. on this matter. <br />2. The seeding plan for (presumably annual) rye nn the topsoil bernr is <br />X not described. Although such a n~~rse crop is often ueneficial, it <br />may also outcompete the planned native grass cover crop if seeded too <br />Heavy. Please clarify the plans in this regard. <br />~~ tlhat cover crop is to be seeded on the topsoil berrn? llhat will be <br />the seeding rates; and will the seed be drilled or broadcast? <br />~ 4 ~ Why is only 7-9" (or 8-12" as mentioned on page E-6) of topsoil to be <br />replaced in reclamation when 11-14" of topsoil is to be stripped <br />~ prior to rnininy? <br />Y5. Uur revegetation specialist, kocky Beavers, analyzed Lhe suggested <br />I revegetation mixture, and he has the following comments: <br />a.
