H/S Properties Pit <br />DMG 110 Application <br />Exhibit C - Minin¢ Plan <br />Mining is expected to commence in eazly July, 2007 and end by October 30, 2011. <br />The area to mined has previously been leveled and the gravel is covered by 0-6" of gravelly clay loam <br />topsoil. All the topsoil that can be salvaged from the mining area will be stockpiled by dozer or front <br />end loader along the northern property boundary and stabilized by broadcasting with grass seed. The <br />southern lowland part of the property may be used for a process and stockpile area if the market requires <br />processed material instead of pit run material. In this case, 6-10" of topsoil will be salvaged and <br />stockpiled at the southern end of the property to avoid contamination with gravel products. No <br />overburden would be removed from this area. 12-20" of gravelly clay loam overburden will be removed <br />from the gravel deposit and stockpiled by dozer or front-end loader along the northern property <br />boundary. The deposit to be mined is 15 to 20 feet thick. <br />A Commercial Access Pemvt has been applied for from Montrose County on Banner Road. The <br />existing farm access would be improved to County Specifications and the existing driveway along the <br />east side of the property would be improved to 12' wide gravel surface about 900 feet long to the top of <br />the mesa. The existing bridge across an existing irrigation drainage ditch would be replaced by a 15" <br />culvert. A drainage ditch along the side of the road will direct any runoff to the irrigation drainage <br />ditch. This improved road would serve as the haul road on the property and will remain as the <br />landowner's access after mining and reclamation are complete. Pit excavations will occur on the <br />northern elevated 2.5 acres of the property. The sand and gravel would be removed using front-end <br />loaders, dozers, and/or excavators and transported to the southern 2.0 acres of the site for processing and <br />stockpiling or loaded onto trucks bound for the final customers. Processing would consist of crushing, <br />screening and stockpiling material if it can't be hauled directly off site. The designated haul mute is <br />Banner Road to US Highway 50, which has acceleration/deceleration lanes in both directions. Mining <br />and crushing operations are expected to occur for 6 to 8 weeks at a time to build stockpiles. Activity <br />would then be limited to hauling material off site until the stockpiles are depleted and another cycle of <br />mining and crushing is needed. There will be no retail sales from this site. <br />The only water used for this operation will be up to 3000 gallons per day for dust control on process <br />equipment and the haul road. This water will be obtained and trucked to the site from a legal source by <br />a gravel company that has not been contracted yet. No groundwater will be encountered in this <br />operation and no surface water will be intercepted or disturbed. Stormwater runoff from the road and <br />mining area will be filtered through straw bales before dischazge into the irrigation wastewater ditch in <br />accord with the Stormwater Dischazge Permit to be obtained from the Colorado Department of Public <br />Health and Environment, Water Quality Control Division. <br />We anticipate no refuse and acid or toxic forming materials to be exposed during mining. This is a <br />small, dry pit in an arid climate that will have minimal disturbance to the hydrologic balance. Mining <br />along the west side of the pit will be done by an excavator pulling material in from the edge to prevent <br />material from leaving the site. All disturbance will be contained on site. The final configuration of the <br />mined area will be a bowl shaped bench with easy access from the county road that is compatible with <br />other General Agricultural lands in the azea <br />We estimate that the site contains approximately 100,000 tons of extractable gravel to be used as <br />construction aggregate. There will be no incidental products extracted by this operation. There will be <br />no explosives used in this operation. <br />
