The operator may also opt to leave some reserves in place for the purpose of <br />establishing final side slope grades for water storage reservoirs <br />Mining excavation will occur twelve months of the calendar year. Equipment to strip <br />topsoil and overburden may be brought to the site every year. There will be times when <br />activity is occurring in more than one phase, because the topsoil/overburden removal <br />process will precede mining. Topsoil and overburden that has been stripped will either <br />be stockpiled in the designated stockpile areas (identified on Exhibit C) or directly placed <br />at its final reclamation location. The sand and gravel deposit will be exposed through <br />the use of dewatering trenches and pumps, following stripping. Dewatering will <br />commence prior to the initiation of mining in any given year (see below). <br />Scrapers, haul trucks, dozers, excavators, etc. will be used to strip topsoil and <br />overburden from mining and stockpiling areas. Pit run aggregate materials will be <br />extracted with excavators, front-end loaders, scrapers and/or bulldozers. Conveyors or <br />off-road haul trucks will transport material to the processing area. A buffer strip around <br />the operations will be maintained per the plan shown. The topsoil will be segregated <br />and stored separately from the overburden material. Topsoil and overburden will be <br />directly placed when possible to minimize site disturbance. Topsoil and overburden that <br />is stockpiled will be utilized to construct visual berms around the perimeter of the plant <br />area. Berm heights will vary due to the location of the berms, the area available to <br />stockpile, and the need to screen mining-related activities. Generally the berms will <br />have a 3H:1V slope on sides exposed to the public view. The topsoil and overburden <br />stockpiles will be protected from wind and water erosion by vegetative cover. The <br />stockpiles will be broadcast seeded with temporary seed mix and subject to a weed <br />control program. Topsoil and overburden stockpiles that will be in place for less than <br />one year will not be revegetated. <br />Earthmoving Operations <br />Stripped topsoil will be stockpiled along portions of the western permit boundary (as <br />shown on Exhibit C-2) for later use in reclamation. Some overburden may also be <br />stockpiled, though only in the Initial Operations stage; subsequent to Initial Operations, <br />all overburden will be consumed by concurrent reclamation.
