The fines are a valuable <br />binder used in asphalt production. In addition the SCS stated <br />that there was very little topsoil available and we will <br />stick with their judgment on this matter. As the report stated <br />B6B will salvage any present and save for future reclamation. <br />7. I donot know. I have contacted the Larry Lang of State Water <br />Conservation, he has said he knows of no 100 year flood plane <br />information for this section of the Eagle River. In questioning <br />him, he said that due to the nature of this stream the difference <br />between a 25 year event and a 100 year event would be approxi- <br />mately 50 percent more. Mr. Lang said that the 1984 highwater <br />was considered a 25 year event.. In 1984-85 the river reached <br />to approximately the 6457 feet elevation. Since the bench <br />area will begin on the 6460 elevation it will be well above <br />the historical highwater line. <br />8. In this case the 100 foot setback would cause a decrease in <br />material removal without increasing the amount of riparian <br />habitat to be left. <br />If B&B Excavating, Inc. does not mine this area it would <br />leave an unstable ridge approximately 50 feet wide and 650 <br />feet long that could possibly slide into the river in the <br />future, In discussions with the county this was brought up <br />and they thought it best if the 6460 or 10 foot elevation <br />change was used rather that imposing 100 foot setbacks. Map <br />Exhibit F shows that the 6460 elevation is only within 100 <br />foot of the river for a total of 650 feet in Stage 1 and for <br />600 feet in Stage 2. A site visit shows the bench to be <br />mined is above the river bank vegetative growth. It has been <br />BSB'S policy to keep as much native vegetation along the <br />river at their Calhoun/Eaton pit as possible. That will be their <br />policy here also. <br />9. Map Exhibit F shows that B&B will not mine closer than 50 to <br />the only power pole on the property. Generally when these <br />poles are erected they are set on caissons that are drilled <br />at least as deep as the height of the tower. It is to our <br />advantage also not to disrupt or interfere with these lines <br />and they will do all that is necessary to preserve their own <br />hides in not touching the lines. B&e will follow OSHA regulation <br />when work begins under the lines and the workers will be <br />shown the lines and inform them that they are high voltage <br />that not to disturb them. <br />10.
