EXHIBIT E -RECLAMATION PLAN <br />This section follows the requirements outlined in Section 6.4.5. The proposed mining and <br />reclamation plan focuses on minimizing the ecological impacts of mining, minimizing the length <br />of time of impact, and maximizing long-term benefits. <br />(a) A description of the type(s) of reclamation the Operator proposes to achieve in the <br />reclamation of the affected land, why each was chosen, the amount of acreage accorded to <br />each, and a general discussion of methods of reclamation as related to the mechanics of <br />earthmoving; <br />Hall-Irwin developed the reclamation plan in conjunction with the landowners, based on the <br />depth and configuration of the gravel resource and the landowners' plans for the property. <br />Reclamation includes: <br />Future Development <br />This property is within the Town of Milliken's planning area. The property owners and <br />applicant are in the process of annexing to the Town of Milliken. A mixed-use development <br />is proposed in the concept plan/annexation application. This area will be reclaimed as upland <br />and seeded to dryland grass until it is developed. <br />Lakes <br />Hall-Irwin will create five ponds, which maybe lined or groundwater fed. Anticipated uses <br />include water storage, recreation and wildlife habitat. (Refer to the Reclamation Plan Map <br />for acreages and locations of lined reservoirs and unlined ponds.) <br />Earthmovine <br />The topsoil will be replaced by a scraper and generally graded with a blade. All grading will <br />be done in a manner that controls erosion and siltation of the affected lands, to protect areas <br />outside the affected land from slides and other damage. In addition, all backftlling and <br />grading will be completed as soon as feasible after the mining process. All disturbed areas <br />will be regraded and smoothed to a finished grade that is suitable for revegetation or the final <br />land use. <br />As noted previously, the area will be reclaimed as mining proceeds. Finish grading, topsoil <br />placement and seeding will occur throughout the life of the mine. Once the resource is <br />completely removed, dewatering will stop and the finished lakes will fill with water. <br />Shoreline treatment of unlined ponds will include slope variation to encourage diversity in <br />the type of vegetation that will thrive on the reclaimed property. In addition to seeding, trees <br />and shrubs will be planted to create wildlife habitat along the shoreline of the unlined pond. <br />Typical cross-sections of the shorelines are included on the Reclamation Plan Map. <br />Protection of Valuable Habitat <br />Hall-Irwin will maintain a 100' setback from the Big Thompson River at a minimum. The <br />Big Thompson riparian corridor will be enhanced through grading and revegetation as part of <br />the mining and reclamation process. Hall-Irwin has hired Savage and Savage to prepare a <br />Habitat Conservation Plan for the endangered Prebles' Meadow Jumping Mouse.
