for the SAES that will remain were calculated for worst case condition <br />and should be adequate for post closure conditions. No redesigns are <br />required. <br />In addition to the existing SAES, two new SAES will be required; the <br />Yard Area and the Topsoil Area. <br />Yard Area <br />When Pond 1 was back filled and regraded the majority of runoff that <br />reported to Pond 1 was diverted to Pond 5, however there will be a <br />small area that will drain directly to the Magpie Creek Permanent <br />Diversion. This area, known as the Yard Area, is shown on Map 34, <br />Southfield Reclamation Map. <br />The yard Area occupies about 0.75 acres. To control runoff from the <br />Yard Area, EFCI will use sediment fence, straw bales or rock berms. <br />Hydrologic documentation for the sediment control structures can be <br />found in Attachment 2 (located at the end of this section). SEDCAD4 <br />utility modeling is provided to show that the use sediment fence, straw <br />bales or gravel will effectively treat runoff from the SAE. In <br />addition, calculations are provided that estimate the minimum area of <br />silt fence, straw bales or gravel berm is required. <br />Since all applicable exemption requirements of Rule 4.05.2(3) are <br />adequately addressed, EFCI respectfully requests approval of a Small Area <br />Exemption for the Yard Area SAE. Once vegetation is reestablished the <br />sediment control structure will be removed. <br />Topsoil Area <br />Within EFCI existing permit boundary is an old existing topsoil stockpile <br />which was left behind by a previous mining operation (Newlin Creek Mine). <br />EFCI was granted permission from DMG to use the topsoil in their <br />reclamation of the Southfield mine. The location of the topsoil stockpile <br />area is shown on Mine Area Soil Map (Map 14). <br />The Stockpile Area occupies about 1.65 acres. To control runoff from <br />the topsoil stockpile area EFCI will use sediment fence, straw bales or <br />gravel berms. Hydrologic documentation for the sediment control <br />structures can be found in Attachment 2 (located at the end of this <br />section). SEDCAD4 utility modeling is provided to show that the use <br />sediment fence, straw bales or gravel will effectively treat runoff <br />from the SAE.
