Exhibit Page 55

ATTACHMENT 1 (ENGINEERING EVALUATION) TO EXHIBIT S -
PERMANENT MANMADE STRUCTURES
Based on my inspection of the site, the proposed mining operational activities and reclamation activities
proposed, and inspection of similar operations in the vicinity with similar soil, topography, and other
features, I hereby certify that the following significant, valuable or permanent man-made structures shall
not be damaged by activities occurring at the mining operation.
There are a number of permanent manmade structures within 200 feet of the affected area, some of
which extend beyond that 200-foot limit. There are no significant, valuable or permanent man-made
structures inside the permit boundary except for the drainage pipeline which will be used to support mining
activities.
Structure Descriptionlnotes Owner
Power lines Located in or just outside Highway 145 right-of-way; Empire Electric
overhead. The power line consists of standard tre8ted Association
wood poles, 430 to 450 feet apart, with four wires, about
20 feet above ground level at the lowest point.
Evaluation If needed, the power lines will be raised at the new access road for Line Camp, to
accommodate large vehicles and for safety reasons. However, this is not likely, as
based on survey and inspection of the location, there is a clearance of at least 15
feet available without changing the height of the lines, and truck heights are limited
to 14.5 feet for highway travel. There will be no disturbance of soil or other mining
activities within 30 feet of the power line. In this type of soil, an offset of 10 feet is
normally considered adequate to prevent any disturbance of the poles. There are
no corners or significant changes in direction, and no outriggers or guywires on any
of the poles. Therefore, no impact is expected.
Photo 1. CO
The cables are approximately 23 feet out from the edge of pavement, or
approximately 136 feet from the nearest disturbance of soil or other mining activities.
Based on terrain and soil, no impact on the lines is anticipated.
Four States Aggregates, LLC 10 JAN 2001
Application for Permit: Line Camp Pit M-2000-001 FSA-LCP-D2-001
