<br />Special Use Permit/Site Specific Development Plan SHB AGRA Project E92-7075 <br />,~~ and Permit Terms and Conditions May 20, 1994 <br />~_ a~ and Voluntary Land Conservation and Donations Page (1) <br />Dowe Flats Project, Southdown, Inc. <br />1.0 INTRODUCTION <br />This document contains a description of the Special Use Permit and Site Specific Development <br />Plan for the Dowe Flats Project (Southdown, Inc.). It also contains the voluntary land <br />conservation and donations and terms and conditions that Southdown has accepted and/or <br />is proposing. This final project proposal is the result of Southdown's review and analysis of <br />all public and private comments on the project. <br />The applicant is requesting approval of the Prairie reclamation plan with conveyor trans- <br />portation of rock and some limited truck hauling during the first 2 to 3 years of the mining <br />operation. Also requested are the vacation and relocation of County Road 47 and the <br />vacation of a portion of County Road 49. <br />2.0 MINING AND RECLAMATION PLANS <br />The mining and reclamation plans will be as presented in the Alternative (Prairie) Reclamation <br />Plan dated January 28, 1994. The Special Use Permit map attached to this document shows <br />the mine outline and interim reclamation stockpiles. <br />The life of the Dowe Flats project can be divided into three phases, starting at the point when <br />all necessary permits and approvals have been obtained by Southdown. The phases are: <br />1. Construction and Pre-Mine Development - 2 to 3 years <br />2. Mining and on-going reclamation - 25 years <br />3. Final reclamation and decommissioning - 2 to 3 years <br />Total project life is approximately 30 years. <br />The Harroun Farm site (on the South Dowe Flats Property) may be used as a mine operations <br />center as described in the Special Use Permit Application. In response to the Land Use <br />Department comments, power lines will not be relocated. <br />3.0 CRUSHER /CONVEYOR <br />A crusher installation will be built into limestone ridge and will be moved over the life of the <br />mine. The Special Use Permit map shows the area in which the crusher sites would be <br />located. The installation requires about 1 to 2 acres of land. The initial siting would be at the <br />southern end of the envelope and the final site at the northern end. The initial crusher <br />location would probably remain in place for several years before being moved. The crusher <br />will be set below ground surface for noise and visual impact mitigation.
