The following pro- cedures will be utilized in replacement of topsoil for those azeas that have been disturbed: o Refuse Pile. Approximately 12 inches of topsoil will be placed on top of the refuse layers. An interface between the topsoil and refuse will be accomplished through the use of bulldozer or equivalent equipment equipped with ripper shanks which will make parallel cuts on the contour passing the shanks through the topsoil (A horizon) and into refuse material. This procedure should mini- mize compaction, prevent or minimize topsoil slippage, and is the initial stage of seedbed prepazation. A second 12-inch lift will then be distributed and ripped in similaz fashion. • o Haul Road. At the compaetion of the haul road's usefulness for refuse disposal and reclamation, the surfacing materials will be ripped and removed from the area. After the removal of the surfacing material, the haul road azea will be cut and filled where necessary to establish the approximate premining contours. Ap- proximately 12 inches of topsoil (A horizon) will be replaced over the regraded surface. The retopsoiled area will be ripped (along contours, where possible) to create an interface with the under lying soil layer to reduce compaction, increase soil moisture retention, and minimize or prevent topsoil slippage. A second 12-inch lift will then be distributed and ripped in similaz fashion, o Sedimentation Pond and Associated Hydrologic Control Structures. Sedimentation pond and ditches will be removed and premining topography restored when drainage entering the sedimentation pond meets state and federal water quality standards. The pond r1 U 13-22
