eh <br />ESPEY, HUSTON 8 ASSOCIATES, INC. <br />• / <br />waste disposal pile, road construction, sedimentation pond) and associated hydrologic <br />control structures, and topsoil stockpiles and includes the Following: <br />o Pre- and postmining land use. <br />o Topography. <br />o Topsoil replacement, fertilization, and seedbed prepazation. <br />o Revegetation methodology and evaluation. <br />o Erosion control measures. <br />o Maintenance. <br />• o Reclamation schedule. <br />This reclamation plan has been prepazed as if Phase I of this project is <br />the entire project. Northern Coal currently plans to permit and construct a refuse <br />disposal facility as shown on Fig. 13.1.2. In the process of that permit Northern will <br />submit reclamation plans for the entire area. Those plans will be compatible with <br />these. However, if that should not occur, this plan will allow reclamation of the <br />Phase I azeas as required by 30 CFR 817.24 and 817.100-116. <br />13.5.1 Pre- and Postminin~ Land Use <br />The azea that will be disturbed is relatively small (eight acres maximum) <br />and currently contains two distinct vegetation communities which support livestock <br />grazing and wildlife habitat. These communities aze asagebrush-grass-forb in the <br />dry valley bottom and mountain brush (service-berry-oak-grass-forb) on the steeper <br />slopes.
