Doc Date:12/11/2001 <br />III IIIIIIIIIIIIIIII <br />< /L ~ 1.0 SUMMARY AND OVERVIEW <br />This application covers the closure of the Edna Mine and provides <br />environmental resources information for areas disturbed during the life of <br />the mine. The permit boundary and stream buffer zones are shown on Exhibit <br />1.0-1. It should be noted that several of the exhibits within this <br />document do not correctly depict the permit boundary. The permit boundary <br />shown on some of the exhibits shows an additional 869 acres being included <br />within the permit area on the north end of the property and an additional <br />four acres along the eastern extension of the lower office and loadout <br />area. However, these acreage were removed from the permit area via <br />Technical Revisions 33 and 37, respectively. It is therefore recommended <br />that the reviewer refer to Exhibit 1.0-1 when an accurate depiction of <br />permit boundary is required. <br />The permit boundary follows natural boundaries around most of the <br />mine. To the west, Trout Creek is the boundary for most of the mine except <br />where land control does not reach Trout Creek. Along the stream, a 200- <br />foot buffer zone is delineated except at three locations which are the <br />• mine's designated water withdrawal points and one additional location at <br />which a ditch for routing drainage from the Moffat Area spoil is located. <br />The buffer zone associated with the Moffat Area drainage ditch is 100 feet <br />in width. The buffer zone, where present, is delineated in the field by <br />steel posts with decals stating "Buffer Zone". <br />To the north, The permit boundary was reestablished several hundred <br />feet beyond the affected area limits via Technical Revision 33. To the <br />east, the permit boundary is just below the ridge separating the Trout <br />Creek drainage basin from the Oak Creek drainage basin. The boundary has <br />easterly extensions for access roads and the offices and previous coal <br />loadout facilities. The eastern boundary along the Oak Creek valley bottom <br />is adjacent to the railroad's side-track right-of-way. To the south, the <br />boundary is just below the ridge line except for exclusions for undisturbed <br />areas and a reclaimed Routt County sanitary waste disposal facility. The <br />Skyline Drive road corridor, an access road included within the permit <br />area, provides access to the mine through an otherwise undisturbed area. <br /> <br />TR-37 1.0-1 September 11, 1997 <br />
