'Ihe resulting total <br />estimated reclamation oust is $733,035. Zhis is the estimated cost, for <br />hording purposes, which the Colorado Mined Lard Reclamation Board (Ct~IIRD) <br />would incur, through standard Colorado contracting procedures, to <br />implement the approved reclamation plan in the unlikely event that EFCI <br />were unable to meet its reclamation obligation under the approved permit. <br />'This bond estimate was calculated in cong~liance with applicable <br />regulations pramrlgated order the Colorado Surface Coal Mining Reclamation <br />Act. 'Ihe methods, assertions aryl detailed calculations upon which this <br />• bonding cost estimate is based are presented in the pages that follow. <br />'Ihe CMCRD oa~leted independent bond reclamation cost estimates for PR-O1, <br />the South Mine Fan, and the Coal Drying Installation. For PR-Ol and the <br />South Mine Fan, the variances between the bond figures developed by g'CI <br />and CMLRD were not large enouc~r to justify the cost of resolving <br />differences in the calculations. EFCI, therefore, agreed to accept the <br />CMLRD figures for hording purposes. ZYbe total bard liability for PR-Ol <br />and the South Mine Fan, based on CMLRD calculations, is $866,200. <br />EE~CI and the CMLRD are uurently reviewing variances in calculated bond <br />amounts for the coal drying installation.
