Minine Plan Exhibit C (revised) <br />This is an open faced construction materials mine located approximately 17 miles north of De <br />Beque, Colorado on County Road 211. Mining access will be via an existing private road one <br />mile north of the end of County Road 211. The access road measures at least 25 feet wide. The <br />road was originally designed to meet Gazfield County heavy haul specifications to accommodate <br />heavy mining equipment and is currently used by the oil and gas industry for such a purpose; <br />therefore, the access road will not be improved. <br />The proposed mine will be for private natural resource development. The duration of activity at <br />this site will be dependent upon the amount of mineral resource development in the area and the <br />amount of material on this site. The site is currently used as dry land range and consists of a <br />lazge talus slope on the east side of the road. The material on this slope ranges from 0 to 60 feet <br />deep. The soil covering is very rocky and ranges from 0 to 5 inches thick, with topsoil occurring <br />in random pockets across the site. Topsoil and salvageable growth media will be salvaged as it is <br />encountered. It will then be screened and will be stockpiled on site for use in reclamation efforts. <br />The initial area to be mined, the azea neazest the north boundary of the site, does not have known <br />topsoil cover. This azea will be mined to a horizontal surface then used to stockpile topsoil and <br />salvageable landscape materials to be used in reclamation. <br />The toe of the slope will be removed as mining progresses from north to south. The material will <br />be excavated with excavator/loader working the face of the slope. Trucks will haul off the <br />material as needed. Based on the topography of the site, it is estimated that the approximate <br />depth of material to be mined is 80 to 100 feet. The material will be removed down to a <br />horizontal surface which follows the elevation contours of the toe of the slope. This site will be <br />an open face mine; not a pit mine. A dozer will push down the high wall material creating <br />terraces as a safety break making the slope more stable and reducing the need for reclaiming a <br />lazge high wall. Each terrace will measure approximately 30 feet wide and 15 feet high. The top <br />high wall will be maintained on a 2h toly slope during mining activities to prevent raveling. <br />Mining and surface activities will not extend to the up-gradient boundary of the permitted azea; <br />therefore, a buffer will exist to further ensure that off-site impact does not occur. <br />The pre-mining slope is 3h to lv. The post mining slope will be brought back to a 2h to lv. This <br />will be achieved using a dozer to cut each high wall and push or pull material down on to each <br />terrace, using the breaks as a means for access. <br />The material will be used to supply construction material for mineral resource development in <br />the azea. The landowner will use the flat surface created after mining as a staging area for <br />equipment after mining subsides. The sloped azeas will be re-contoured to a desired angle of <br />repose to insure stability of slope when mining has ceased. <br />The azea of disturbance will not exceed 8.0 acres. Terraces will be formed on the mined slope <br />for access and stability during material removal. The flat azea developed by removal of the <br />material will be utilized as a drilling pad and for mineral resource recovery. <br />The material will be excavated with a dozer and loaded with a front end loader.
