site will be located outside the boundaries of the 100-year floodplains for both Trout Creek and <br />the Yampa River. The operator will install and maintain a surface water drainage system <br />including a sedimentation pond which will be used to contain and treat surface runoff and <br />process waters from the affected land before being discharged offsite via an approved NPDES <br />Water Discharge Permit. The applicant has also provided a spill prevention and countermeasur <br />plan for any chemical or hazardous liquid product used or stored on site. <br />5. "Will the operation minimize disturbances to groundwater well quantity?" (Sec..34-32.5- <br />ll6(4)(h)) <br />"l object to the permit being issued on the grounds that dewatering at the site may cause <br />material injury if water is depleted in the wells locnled in the Town of Milner. Taking <br />750,000 gallons per day from the groundwater table will have a serious impact on the <br />water table ns it relates to the town's wells. Please allow us to prove that the cone of <br />depression will be large etrorsgh to do damage to these wells. " (Van Norstrand, 5/8/01) <br />"... there is unknown potential for impacts to the groundwater from the alluvial aquifer <br />that will be mined mrd dewntered. I believe I will be affected when 750,000 gallons of <br />venter is token from the water table and my well dries out for even a part of the srnnmer. <br />This may cause material injury to me and my neighbors. Material injury caused by venter <br />well depletion in private venter wells and the nu~nicipal venter well used by 200 people in <br />the Mibrer Trailer Park cauued by taking 750,000 gallons of venter per day from the <br />wntertable and only replacing part ojit." (Landers, Van Norstrand; 6//4/01) <br />DMG Response - On January 4, 2001 the applicant was issued Well Permit No. 055157F fo the <br />purpose of dewatering and dry mining at the Camilletti Milner Pit #2. The proposed operation <br />does not occur within a designated groundwater basin, therefore only wells within 600 feet of the <br />proposed operation may be considered for potential injury. The closest wells to [he proposed <br />operation are the Mitchem well approximately 1,140 feet away and [he Pedrick well located <br />approximately 1435 feet away. It is highly unlikely that an adverse water supply impact will <br />occur to the groundwater users in the town of Milner due to the location of the Yampa River <br />between the proposed operation (to the south) and the town of Milner (to the north). No cone <br />depression analysis has yet been provided by the objectors which verifies the assertion that pit <br />dewatering will adversely affect the water supply of well owners in the town of Milner. <br />
