That application includes <br />and amends both our current mine plan approval for the Rienau No. 2 <br />Pfine (file number 78-345), our current permit for the Northern No. 1 <br />• Pfine (file number 79-9) and covers two additional mines to be developed <br />on the property. As described in our letter of February 13, 1981, that <br />application constitutes our submittal required by the recently <br />approved permanent State regulatoryprogram. We have subsequently <br />received a letter dated February 23, 1981 notifying us that the above- <br />referenced application was complete for the purposes of filing under the <br />Colorado Surface Coal *!ining Reclamation Act, CRS 1973, Stat. 33-34-101 <br />et. seq. <br />Because of the procedural complexities inherent in the administration <br />of the Colorado program on federal lands over the past year, the <br />review process followed by OSM and PiLR in this case, has not been <br />entirely concurrent. We received a letter from 052f on November 3, 1980 <br />advising us that the application was not complete according to the <br />federal procedures in transmitting the results of their "apparent <br />completeness review". On February 17, 1981, a meeting with OSM was held <br />to narrow the broad range of issues covered by OSM in their review to <br />those which properly fall within the scope of a completeness determination. <br />Dan Pfathews of your staff participated in that meeting and was later <br />forwarded a copy of our letter of February 26, 1981 which confirmed the <br />agreements reached in that session. <br /> <br />xi <br />
