Barry, III ' Northern <br />• June 13, 1980 Coal <br />'~ Company <br />3) Permitting the Northern No. 2 (P Seam) and Northern No. 3 (~ Seam) <br />mines which overlay the G Seam for mining new federal and fee coal <br />contained within the mine plan area. <br />4) Approving construction of haulroads and surface facilities, <br />ancillary to the development of the Meeker Area Mines Complex and <br />contained within the mine plan area, <br />5) Approving the P1ilk Creek Loadout application located in Moffat <br />County, Colorado, 15 miles north of the Meeker Area Mines Complex. <br />Pursuant to the directives of the CEQ regulations on implementing NEPA <br />procedures (40 CFR 1501.2) and the comparable Department of Interior <br />regulations (Chap, 2.2 of The Departmental Manual-516 DM, published in <br />45 Federal Register 27544), NCC requests OSM to commence as expeditiously <br />as possible your NEPA review to determine whether an EIS should be <br />commenced. Should OSFI's e,~rlier indications that this Mine Plan Appli- <br />cation would likely require the preparation of an EIS be confirmed in <br />your NEPA review, we would appreciate your proceeding to publish the <br />required Notice of Intent in The Federal Reoister so that we can proceed <br />as promptly as possible to the designation of the lead agency and a <br />• scoping meeting.
