The plan, as <br />submitted, is in response to OS14 Stipulation No. 15 dated June 14, 1979 <br />of Coal Mining and Reclamation Plan Rienau No. 2 Mine, Rio Blanco County, <br />Colorado, Federal Coal Leases C-076713 and D-044240 and Coal Loadout <br />Facility, Moffat County, Colorado. <br />The plan complies with the requirements of the Mineral Leasing Act of <br />1920, as amended (30 U.S.C. 181 et seq.), The Surface Mining Control and <br />Reclamation Act of 1977 (30 U.S.C. 1201; et seq.) regulations promulgated <br />under those Acts, The Colorado Surface Coal Mining Reclamation Act of <br />July 1, 1979, and all other applicable laws and regulations, <br />NCC is submitting a plan which details the development activities of four <br />underground coal mines (two existing and two new mines) lying within a <br />46D0 acre mine plan area and a Loadout facility located 15 miles north of <br />the Meeker Area Mines Complex, The plan requests review and approval of <br />the following: <br />1) Modification of the Rienau No. 2 (G Seam) Mine Plan to mine additional <br />federal coal contained within the mine plan area. <br />2) Modification of the Northern No. 1 (FF Seam) Mine to mine new federal <br />coal contained within the mine plan area, <br />vi <br />
