Rule 2: <br />• Natural reinvasion will be used to reestablish the shrub and tree component in pre- <br />mine communities disturbed by linear facilities such as the haul roads, access roads, <br />and diversion ditches. Planting of shrubs and trees in most linear facilities in <br />densities comparable to that of the reference areas would not be practical nor <br />effective in significantly enhancing rangeland or wildlife habitat. <br />• Natural reinvasion will establish shrub species on disturbed portions of pre-mined <br />oak/pinyon pine communities. Shrubs will be reestablished by LCC in the other <br />disturbed pre-mine community where the pre-mine topography is restored. <br />LCC proposes to establish grassland in the surface mine azea and on a portion of the haul <br />roads. Post-mine topography of these areas is shown on Map 2.05.4-1. Topsoil will be <br />salvaged from the new road construction areas and stored in windrows adjacent to the <br />roads or in a stockpile near the roads. After these roads are no longer needed, they will be <br />scarified, topsoil replaced, and seeded with the appropriate seed mixture. <br />Selection of plant species for revegetation is based•on pre-mine species occurrence, <br />establishment potential, growth characteristics, soil stabilizing qualities, livestock and <br />wildlife palatability, commercial availability, and post-mine land use objectives. <br />Redistributed soil and substrate properties, along with texture and water holding capacity, <br />have also been considered. <br />• Characteristics of pre-mine vegetation communities aze described in Section 2.04.10 and <br />locations of these communities are shown in Map 2.04.10-1. A summary of the proposed <br />post-mine communities is presented below for the surface disturbance azeas. <br />Reclamation of Roads <br />At the request of the landowner (see letter in Exhibit 17), haul roads will be retained as <br />permanent structures at the site. Roads will be reduced to a fifteen-foot wide running <br />surface and the adjacent roadbed will be ripped, topsoil replaced, and the site revegetated <br />following the cessation of operations. The Lorencito Canyon access road will be similarly <br />reduced. Natural drainage patterns will be restored, all installed crossings will be <br />removed, roadbeds will be ripped and any cut and fills will be blanded to conform to <br />existing topography prior to topsoil replacement and seeding. Light use roads which pre- <br />date the mining operation will be left in their existing condition.
