SENT 8Y: OWEST; <br />7209621734; MAR-23-06 4:41PM; PAGE 3/4 <br />various environment and archeological assessments concerning habitat, <br />rooter quality and historical significance of the land. <br />• We are concerned about whether this operation can maintain the <br />hydrologic balance referred to in 34-32.5-116 (4) (h) in the Mineral <br />Rules and Regulations for the Extraction of Construction Materials. <br />If the plan is to draw water from the ground or river for the plant <br />operation, or build an earthen dam on the river, then it will be <br />difficult to maintain the existing hydrologic balance. It will not be <br />good for fishing, either. <br />• Part of our concern lies in addition to unauthorized pollution is with <br />any interrupted flows that would affect the aquatic life water quality <br />in and along the river. Redhill Forest enjoys a private fishing <br />eosement nlong the river which stretches from the river bridge on <br />highway 9 east for about a mile and a quarter and south from the <br />bridge a little over three miles. This is prime bold Metal fishing and <br />part of the benefit owning property in Redhill Forest. <br />• Another concern is the .potential noise factor with an operation such <br />ns this. It appears that Redhill Ridge is less than 5,000 feet from the <br />proposed plant location. As you know, sound can carry several miles <br />over that flat plain and up into the forests. Property owners with lots <br />on the west side of Redhill forest would be adversely impacted by <br />production noise from the plant and the equipment/truck traffic in <br />and around the plant. There is a significant amount of wildlife on the <br />ridge from small animals and birds to bears, deer and elk. Wove even <br />had moose on the Trou# Creek side of the ridge. Fish in the river <br />might also be impacted by the noise that's transmitted through the <br />ground. <br />• The plain south of Fairplay cnn be very windy throughout the year. <br />Those winds are fully capable of picking up dust from the plant <br />operntion and carry it up to Redhill Ridge when the prevailing winds <br />bluster. And, the winds do blow to the west sometimes which would <br />pollute land owner's property in that direction. <br />• Traffic entering the plant and exiting on the east side.of highway 9 <br />(Allen Drilling has mode a road into the plant location already) could <br />become a hazard unless.ihe Colorado Department of Transportation <br />builds turn and decelerafion/acceleration lanes for the large trucks. <br />There's a lot of traffic on highway 9'between 285 and US 24 in <br />Hartsel. <br />3/23/2006 <br />Pegc 2 of 3 <br />
