Reclawation Plan <Supplewental 2/17/86)
Since the ne~ority of the plant site is wanwede fill it is
doubtful that wuch "topsoil" can be recovered frow the plant
site. Any recovered suitable topsoil shell be stockpiled
along the south end of the eastern boundary. The plant site
eree will be covered with gravel at least 6" in depth to
reduce fugitive dust ewiasiona frow the site.
The Special Uae Perwit Laaued for the plant aie requires the
planting of trees along the northern boundary of the site. It
is unlikely this site will ever be reclaiwed as agricultural
or grazing lend. In view of the developwent occuring in the
eree end the availability of access to the highway et this
point, it would appear that the site will always be aowe kind
of buaineaa site. However, if for aowe reason the plant site
is abandoned it will be reclaiwed by rewoving the grovel,
placing 4" of topsoil, frow the stockpile or iwported, and
will be fertilzed, seeded end wulched with a seed wixture
acceptable to the property owner that will not be injurious to
hie surrounding crops. The seed wixture will probably
resewble the wixture specified for the pit with spwe changes
to insure no contewinetion of adjacent crops. wring operation
of the plant lendacaping of the site will be done as a Hormel course
of buaineaa.
The haul road will rewain in place ae an acceaa road to the
plt area to be purchased by Southwest Reedy-Mix. It will also
be used by Rich end Co. ea a ferw road for acceaa to their
propery in the eree. During contruction topsoil will be
bladed to the •idea end stockpiled in windrows. Upon
cowpletion of road construction th• topsoil will be placed
beck on th• alopea o£ the road to the shoulder line. During
the Spring or Fell of 1986 the alopea will be fertilized end
seeded with a seed wixture acceptable to Rich end Co.. Since
the road la ed~ecant to •eny fields operated by Rich end Co.,
they have dewended the right to specify the seed mixture to be
used. In fact the actual leading will probably ba done by
Rich end Co. to ovoid problewa that Wight arise due to
contewinetion of croplands during this seeding operation. The
seed wixture will closely reaeabl• the rates end varieties
specified for the pit eree.
Our plans now indicate that no wore than 10 acres of the pit
area will be exposed groundwater. Thies Wight require working
portions of the pit to a depth of only 10-12 feat in order to
avoid exposing groundwater to evaporation.
