The applicant should contact the local Soil Conservation~Service <br />office for information on vegetation, soils and recommended eed mixes, <br />as well as mulches and fertilizers. <br />2. If no water resources are expected to be impacted the op~rator <br />should make a statement as such. <br />Exhibit E - Reclamation Plan <br />1. The post mining land use of residential is not clear, especially <br />since much of the area will be at a slope which will prohibi housing <br />development. Please clarify. <br />2. A seed mix for use in areas covered with soil should be ubmitted. <br />The Division recommends topsoil replacement, as available, i areas no <br />steeper than 2H:1V. In addition, if rubble on site contains a high <br />percentage of fines it can be utilized to enhance reclamatio . <br />3. The use of the smaller quarry for water storage raises t e <br />following concerns. The operator may want to eliminate this quarry <br />from the mining operation unless the water is needed for use on site. <br />a. How will snow and rain fall be diverted and channele~ to this <br />smaller, deeper quarry? The channels should be shown on the site <br />map. <br />b. A water storage right is necessary for this quarry t be used <br />to store water. This right must be obtained through the State of <br />Colorado, Department of Natural Resources, Division of W ter <br />Resources. <br />c. When the use of a water storage pond is part of the eclamation <br />plan, the slopes associated with this pond can be no ste per than <br />2H:1V except from 5 feet above the pond surface to 10 fe t below <br />the surface where the slopes can not exceed 3H:1V. The Aerator <br />must commit to establishing these slopes at this pond. <br />d. If the pond is expected to discharge as a result of irecting <br />flows to it from the active operations, then an NPDES pe it for <br />mining related discharges must be obtained from Colorado Department <br />of Health. <br />4. As part of the reclamation of the site it is recommended that the <br />operator reduce the side slopes of the rubble piles to no le s than <br />2H:1V. For safety reasons the operator may also want to red ce any <br />remaining vertical highwalls. <br />Exhibit G - Source of Legal Right-to-Enter <br />1. The deed submitted to fulfill this requirement was cut-o~f and did <br />not show signatures. Please submit the lower portion of thi deed. <br />
