Mining Direction <br />Regarding the Division of Wildlife letter of June 22. 2000, from Liza Moore District Wildlife <br />Manager, we recognize the recommendation "that mining operations start further east, perhaps at <br />the eastem edge." To reduce "disturbance effects on wildlife", the mining plan calls for only <br />minimal disturbance on the western permit boundary as the majority of land leveling activity will <br />be centered on the central and eastern portions of the permit area. Activities under the plan, <br />mining from west to east, reduces disturbance to the "high quality shortgrass prairie area" by <br />accelerating the timetable progressing to the east. No mining is planned in areas other than those <br />that are currently being farnted. .- <br />Mining from west to east will enable [he Operator to better control erosion and will also ensure <br />that this area is reclaimed first. Therefore, roads will not be necessary near the shortgrass prairie <br />habitat as reclamation progresses to the east. <br />5.) Portable processing plant <br />As stated in the Application, a portable screening plant will be used for processing. <br />6.) Onsite Storage <br />The following statement will be added [o Exhibit D Mining Plan: "Storage of fuels or other <br />hazardous materials on this site is not planned." <br />7.) Improved Mitigation <br />These requirements are being addressed in the Arapahoe County Use By Special Review <br />submittal, and in [he Air Pollution Emission Notice (APEN) and Control Plan for Fugitive <br />Particulate Emissions. <br />The NRCS' Gene Backhaus through meetings and conversations with Dan Parker (West <br />Arapahoe SCD), and Bob Zebroski of the Soil Conservation Board, others in NRCS and the <br />present Land Owners Robert and Rhonda Grimm have developed a plan fora "living snow/wind <br />fence" as referred by Brenda Gallagher. In addition, Pioneer Sand Company, Inc., has signed an <br />agreement with Tri-County Health (Lynn Robbio Wagner) to provide noise background data and <br />information regarding potential noise at the site. <br />On October 19, 2000, the NRCS District Conservationist Eugene H. Backhaus provided <br />information titled EROSION PROTECTION FOR PROPOSED MINING OPERATIONS. <br />Based on the recommendations of the attached inforniation, an installation of a 50 foot native <br />grass buffer will be planted in conjunction with each active disturbed mining area. 7.5 pounds of <br />pure live seed of a 50/50 percent mix of in[ennediate wheatgrass and switchgrass will be <br />incorporated to reduce erosion, both wind and water, during actual mining operations. This strip <br />will be carried forward with each mining area and will be farnted following final reclamation. <br />Additionally, an earthen diversion will be utilized in diverting overland flows away from mining <br />operations and toward the stabilized, preserved intermit[e~r[ drainage way. This diversion will be <br />seeded with the applicable seedmix during mining and later farmed. <br />The Applicant will comply with the recommendations of this plan. <br />
