This response will address each item from your letter
in order.
This original drag of this letter has been reviewed by Brenda Gallagher and was also faxed to
Eldon Silverman on October 17, 2000. Ms. Gallagher's comments via phone conversation on
Uctober 19.2000. have been included in this letter. No written or verbal response has been
received from Mc Silverman. Mc Silverman's office was contacted a second time on Uctober
20, 2000, as a courtesy for further input. Mr Silverman indicated in the Informal Pre-Hearing
Conference that he would rely on Brenda Gallagher for technical input.
1.) Topsoil
Changes v.•ill be made to Exhibits D and E with regard to topsoil storage and salvage for
reclamation. Exhibit D, paragraph 3 will be changed to the following: "Topsoil will be removed
with a scraper and stockpiled for use onsite. Subsoil and sand will be removed and either used
`'for filling onsite or removed for resale offsite. Stockpiles will be oriented into the prevailing
winter wind and seeded with millet if stored for more than one growing season."
Also, Exhibit D(F)(i) first sentence will be changed to `'Topsoil ranges from 0 to 6 inches in
depth. The top (i inches of soil, except in the intermittent drainage way, will be removed
uniformly."
The soils mapped by the Soil Conservation Service include the mapping units Bresser Tntckton
BvC ,Nunn-Bresser-Ascalon Association (NrB) and Truckton (TrE). These mapping units
contain soils with varying depths of topsoil from 0 inches to greater than 6 inches depending on
landscape position, management, and actual soil series encountered (see Arapahoe County Soil
Survey). It is the intent of the Applicant to redistribute the topsoil (soils with highest level of
organic matter) back into the reclaimed surface in order to maintain a viable growth media fur
production of winter wheat. Areas where soils have been eroded in the past will have a renewed
layer of topsoil in [he reclaimed surface.
"Your Brand of People"
