PARTI
Page No. 5
Permit No.: CO-0045161
~~
Parameter easurement requency amp e ype
s.u. ont In-situ
Tota IiOn m throw h December 31, 2007 Ont ra
Tota ecovera a ron m e innin Janua 1, 2008 ont ra
B X m 00 A o~ ~ nceyer_ Isc_ azge ont _ ra _ _
"BTEX monitoring will be required only iI [he W ashbay Pond discharges into Ihe~Vor~ Area Pon3.
Self-monitoringg sampplingg byy the permittee for compliance with the monitoring requirements specified above shall be performed at
the following OuffalIs: OOIA through OlOA - at the outfalls of the sedimentation ponds pnor to entering state waters as Identified in
Figures 2 through 7.
If the permittee, using the approved analytical methods, monitors any pazameter more frequently than required by [his permit, then
the results of such monitoring shall be included in the calculation and reporting of the values required in the Drscharge Monitoring
Report Forrrt (DMRs) or other forms as required by the Division. Such increased frequency shall also be indicated.
b. Oil and Grease Monitoring
For every outfall with oil and grease monitoring, in the event an oil sheen or floating oil is observed, a grab sample shall be
collected, analyzed, and reported on the appropnate DMR. In addition, corrective action shall be taken immediately to mitigate
the discharge of oil and grease, A description of the corrective acion taken should be included with the DMR.
2. Salinity Parameters
In order to obtain an indication of the quantity of Salinity; measured as total dissolved solids (TDS), being discharged from the site
the pemtittee shall monitor the wastewater a went a[ the following frequencies:
ut a s re uenc am e e
lA-OlOA uarter ra
Self-monitoring samples taken in compliance with the monitoring requirements specified above shall be taken at those locations
listed in Part I.ts.l.
Where, based on a minimum of 5 samples, the pemilttee demonstrates to the satisfaction of the Division that the level of total
dissolved sohds.(TDS) m the effluent can be calculated based upon the level of electrical conduchvtty, the pemvttee may measure
and report TDS m terms of electrical conductivrty.
C. DEFIlVITIONS OF TERMS
• I. "Acute Toxicity" means there shall be no acute toxici, m the effluent from the applicable dischar a point. The acute toxicity
lirmtaton Is exceeded d 1~ a statistically significant d~erence m mortality jot the 95% confidenceglevel) is observed for either
species between the contro and any dduuon less that or equal to the rden 'red IWC or 2) a species mortality in any dilution of
effluent (including 100% effluent) exceeds 50%.
2. "Chronic lethality" occurs when a statistically si ficant difference, of the 95% cotifidence level, occurs in the chronic test between
the mortality of the test species in 100% effluen[~e chronic IWC = 100%) and the control.
3. "Compposite" sample is a rninunum of four (4) grab samples collected at equally spaced two (2) hour intervals and proportioned
according to flow.
4. "Continuous" measurement, is a measurement obtained from an automatic recording device which continually measures provides
measurements.
5. "Daily Maximum limitation" means the limitation for this parameter shall be applied as an instantaneous maximum (or for pH or
DO instantaneous minimum) value. The Instantaneous value is defined as the analyttca] result of an individual sample. )7MRs
shal) include the maximum (and/oz minimum) of. all, instantaneous values within the calendar month Any instantaneous value
beyond the noted daily maximum limitation for the mdtcated parameter shall be considered a violation of this permit.
6. "Dissolved (D) metals fraction" is defined in the Basic Standards and Methodolo ies for Surface Water 1002-31, as that portion of a
water and suspended sediment sample which passe ou a or micron mein rang filter. Determinations of
dissolved" constituents are made usm the filtrate. This may include some very sma 1 (colloidal) suspended particles which passed
through the membrane filter as well as ~te amount of substance present m true chemical solution.
7. "Grab" sample, is a single "dip and take" sample so as to be representative of the pazameter being monitored.
8. "In-situ" measurement is defined as a single reading, observation or measurement taken in the field ai [he point of dischazge.
9. "Instantaneous" measurement is a single reading, observation, or measurement performed on site using existing monitoring facilities.
10. "Potentially dissolved (PD) metals fraction" is defined in the Basic Standards and Methodologies for Surface Water 1002.-31, as,that
portion of a constituenit measured from the 5ltrate of a water an su- a spendec~ se~imen sa-f mTeTFa~as tlrsCtrea e~with nitric acrd to
a pH of 2 or less and let stand for 8 to 96 hours prior to sample filtration using a 0.40 or ~ 45-UM (micron) membrane filter Note
the 'potentially dissolved" method cannot be used where nitric acid will interfere with the analytical procedure used for the
constituent measured.
11. "Quarterly measurement frequency' means samples maybe collected at any time during the calendar quarter if a continual discharge
occurs. II the discharge is intermittent, then samples shall be collected dunng the period [hat dischazge occurs.
• 12. "Recorder" requires the continuous operation of a chart and/or totalizer (or drinking water rotor meters or pump hour meters where
previously approved,)
Revised 1202005
