COLORADO DEPART)NENT OF PUBLIC HEALTH & ENVIRONMENT -Water Quality Comrol Division
Rationale -Page 6 Permit No. COR-040000 ~
VI. 1ERtY,'S AND' COND/TIONS OF PERMIT
A. Prohibition on Nort-stormwater Discharges '
The list of allowable non-slormwater discharges has been increased to include uncontaminated compressor
condensate, irrigation drainage, lawn watering, and air conditioner condensate.- These have been determined to be
i,uignificant sources of water pollution, and do not need to be covered under an individual discharge permit.
- V
B. 5'tormwoter Management Plan (SWMP) Reurrements ~
The purpose aja SWMP is to identify possible pollutant sources to stormwarer and to set out best management
practices that, when implemented, will reduce or eliminate any possible water quality impacts. A SWMP shall be
developed and implemented for each site covered by this permit. 7He SWMP must be prepared in accordance with
good engineering practices. (TTte plan need not be completed by a registered engineer.) The Division has a
guidance document available ors preparing a SWMP.
T7te plan idemtfies potential sources of pollution (including sediment) which may reasonably be expected to affetr
the quality of stormwater discharges associated with mining or remediation operations. In addition, the pion
describes practice which will be used to reduce the pollutants in stormwarer discharges from the mining or
remediation operation, and to assure compliance with the terms and conditions of this permit. Facilities must
imp[emeru the provisions of their SWMP as a conditiors of this permit.
i
The SWAfP requiremems have bee amended in this permit to eliminate redundancies in past requirements. The
host notable changes combine the Description of Potential Pollutant Sources/Materials, Risk Identification and
Assessmem, and Bcst Management Prarlices sections of the previous SWMP requirements. Rgfer to the Permit,
Parts LB. and LC for a complete description of the current SWMP requirements. •
Nolc: SWMPs that were prepared in accordance with requirements in the previous pertnil need not be
amended to conform to thin format. T&e format is new in this permit, but the essence of the
requirements remains the same.
Submittal of the SWMP is not automatically required under this permit. However, the Division may require
submittal upon request, and review the SWMP and require additional measures ro prevent and control pollution. It
is the Division's intent to request submission of such reports on a selective basis. See Part I.B. of the permit for a
more detailed description of SWMP requirements for active mines and Part f.C of the permit for inactive mines and
remediation projects.
SWMP For Active Mining Operations -Contents
a.
