<br />SITE SPECIFIC DEVELOPMENT PLAN <br />SPECIAL REVIEW PERMIT <br />DEVELOPMENT STANDARDS <br />83rd Joint Venture Resource <br />USR-978 <br />1. The Site Specific Development Plan and Special Review permit is for <br />an open-pit mining operation in the A (Agricultural) zone district <br />as submitted in the application materials on file in the Department <br />of Planning Services and subject to the Development Standards <br />stated hereon. Operations shall be completed or cease 20 years <br />from the date of approval by the Board of County Commissioners. <br />2. Approval of this plan may create a vested property right pursuant <br />to Sectior. 90 of the Weld County Zoning Ordinance. <br />3. The facility shall operate during daylight hours or between 6:00 <br />a.m. and 9:00 p.m. whichevez is less. <br />4. The haul route shall be from the property to "F" Street, east to <br />35th Avenue at which point S percent of the traffic will head north <br />and 95 percent will head south to the Best-l7ay Concrete Redi-Mix <br />Plant approximately 1/4 mile south of "F" Street. <br />5. The facility shall be limiCed to one access at a time from "F" <br />Street. All other accesses shall be physically closed off when not <br />in use. <br />6. No permanent disposal of wastes shall be permitted at this site. <br />7. Adequate sanitary facilities served by an individual sewage <br />disposal system are required for the proposed facility and the <br />facilities shall be installed according to the Weld County <br />Individual Sewage Disposal Regulations. Portable toilets are not <br />approved. <br />8. The applicant shall remove, handle, and stockpile overburden, soil, <br />sand and gravel from the facility area in a manner that will <br />prevent nuisance conditions. <br />9. This facility shall utilize the existing public water supply or <br />other supply as required by the Weld County Health Department, <br />10. The Individual Sewage Disposal System permit must be finalized and <br />approved by an Environmental Protection Specialist within one year <br />of the application date. <br />11. The open-pit gravel operation shall comply with the operation <br />policies outlined in Section 44.4 of the Weld County Zoning <br />Ordinance. <br />12. The property shall be maintained in compliance with the approved <br />screening plan. <br />
