IV. Stormwater Management for Each Area
The Eastside Mine facilities area is designed such that stormwater
falling outside of the surface facilities is directed away from the
surface facilities by way of a series of diversion ditches (DD-1,
DD-2, DD-3, DD-4, DD-5, DD-6) and is directed into the natural
drainage. Stormwater falling on the surface facilities area is
directed to sediment ponds (SP-1 and SP'2), allowing sediments to
settle and the stormwater to evaporate and percolate into the
ground.
A. Small Area Exemption: Outfall 003.
The small area exemption near the intersection of the Haulage
Road and County Road 237 has been previously disturbed. A
small area exemption was granted January 26, 1988. As it
exists now, the small area exemption is dissected by the
Haulage Road. Approximately 1.3 acres is located on the east
side of the Haulage Road and about 1.3 acres is on the west
side of the Haulage Road. To the east, stormwater from the
surrounding steep hillside drains to the eastern portion of
the small area exemption. The road base for County Road 237
and the haulage road have elevated the roads above the
~~ surrounding areas. Stormwater drainage to the east is
contained by County Road 237, the haulage road to the mine,
and a small berm that was constructed along the southern
portion of the area. The stormwater contained in this area
evaporates and percolates back into the ground.
The western portion of the small area exemption has not been
disturbed by Eastside Coal Company. Stormwater from the
western portion of the small area exemption flows westward
into the Harvey Gap Drainage.
Future plans include moving the offices and associated
buildings to the small area exemption. Before the offices and
buildings are constructed on the small area exemption
location, the Haulage Road will be relocated to the western
side of the small area exemption. Drainage from the re-
located Haulage Road will flow to the east and will be
directed away from the proposed buildings. Once the office is
relocated, stormwater will be directed around the small area
exemption by diversion ditches (DD-2, DD-3, and DD-4) to the
Harvey Gap Drainage.
°. Hzulaae-Access Road Outslopes: Outfall 00:
The Haulage Road is about 25 feet wide and appror:imately 1430
feet long. It is surfaced with 4" of gravel and rock over a
compacted sub-base to control erosion from the surface of the
Haulage Road.
5
