PART I
Page No. I I
Permit No. COG-850000
B. EFFLUENT LIII4ITATIONS AND MONTI'ORING REQUIREMENTS
3. Monitoring Requirements (continued)
Oil and Grease - In the event that an oil sheen or Floating oil is observed, a grab sample shall be collected, analyzed,
and reported on the appropriate DMR. In addition, corrective action shall be taken immediately to mitigate the
dischazge of oil and grease. A description of the corrective action taken should be included with the DMR
Total Dissolved Solids (TDS) monitoring is required only for dischazges to the Colorado River Basin. See specific
facility ceriification rationale to determine whether TDS monitoring is required.
Total phosphorus monitoring is required only for dischazges to the Dillon Reservoir drainage area (i.e., Ten Mile
Crcek, Snake River, Blue River, and all other tributaries to the Dillon Reservoir) and for dischazges to the Upper Beaz
Crcek drainage azea. See specific facility certification rationale to determine whether phosphorus monitoring is required.
C. DEFINITIONS OF TERMS
I. "Continuous" measurement, is a measurement obtained from an automatic recording device which continually measures
provides measurements.
2. "Daily Maximum limitation" means the limitation for this pazameter shall be applied as an instantaneous maximum (or,
for pH or DO, instantaneous minimum) value. The instantaneous value is defined as the analytical result of any
individual sample. DMRs shall include the maximum (and/or minimum) of all instantaneous values within the calendaz
month. Any instantaneous value beyond the noted daily maximum limitation for the indicated parameter shall be
considered a violazion of this permit. _
3. "Grab" sample, is a single 'dip and take" sample so as to be representative of the pazameter being monitored.
4. "In-sim" measurement is defined as a single reading, observation or measurement taken in the field at the point of
discharge.
5. "Instantaneous" measurement is a single reading, observation, or measurement performed on site using existing
monitoring facilities.
6. "New source" is generally defined as a coal mine (or major alteration to a coal mine) the construction of which
commenced after May 4, 1984. Sce 40 CFR 434.11(j) for the complete definition.
7. "Quarterly measurement frequency" means samples may be collected at any time during the calendaz quarter if a
continual dischazge occurs. If the dischazge is intermittent, then samples shall be collected during the period that
dischazge occurs.
8. °Settleable solids analytical procedure" is contained in 40 CFR 434.64. The method detection limit for mP~cnring
settleable solids under this part shall be 0.4 mf/f.
9. "Thirty (30) day average" means the arithmetic mean of all samples collected during athirty-consecutive-day period.
The permittce shall report the appropriate mean of all self-monitoring sample data collected during [he calendaz month
on the Dischazge Monitoring Reports. Samples shall not be used far more than one reporting period.
10. "Total Metals" means the concentration of meals determined in an unfiltered sample following vigorous digestion
(Section 4.1.3), or the sum of the concentrations of metals in both the dissolved and suspended fractions, as described in
Manual of Methods for Chemical Analysis of Water and Wastes, U.S. Environmental Protection Agency, Mazch 1979,
or its equivalent
11. "Visual" observation is observing the dischazge to check foc the presence of a visible sheen or floating oil. •
12. "Water Quality Control Division" or "Division" means the state Water Quality Control Division as established in
25-8-101 et al.
Additional relevant definitions aze found in the Colorado Water Quality Control Act, CRS §§ 25-8-101 et seq., the
Rettulations for the State Discharge Permit System, 5 CCR 10(F2-2, § 6.1.0 et ~. and other applicable regulations.
