EXHIBIT E <br />RECLAMATION PLAN <br />In accordance with House Bill 1056 of the State of Colorado, Standard Metals <br />Corporation has adopted the following comprehensive plan for reclamation of defined <br />affected lands. The affected lands being reclaimed at present or to be reclaimed <br />in the future encompass areas disturbed botho£oro 'na a~~rino Crandard +fetal9~ <br />=a All lands will be reclaimed with utmost expediency, but with:Ln reason- <br />able time limits. A timetable for the reclamation of affected lands is unclosed. <br />This time schedule is a realistic approximation for the time required to execute <br />this reclamation plan. It should be noted, however, that the timetable i_s subject <br />to change. This is due to usage priorities of disturbed lands to be rec]'_aimed. <br />Reprocessing of present tailings spoil for mineral extraction is one example, for <br />timetable restructuring. At this time, however, execution of the enclosed time- <br />able is the plan for reclamation of [he acreages and time periods involved. <br />The primary objective of this reclamation plan is the establishment of a self- <br />sustaining vegetative cover, utilizing both indigenous and introduced plant species. <br />Revegetation is the selected form of reclamation on affected lands because of its <br />perpetuity, aesthetic value, and economic feasibility. The aforementioned affected <br />lands consist primarily of inactive tailings ponds encompassing 55.5 acres at pre- <br />sent. Anew tailings pond is currently being constructed, and will add another 39 <br />acres to the affected acreage when finished. The mine yard, mill site and borrow <br />areas, land not overlain by tailings, but stil defined as affected land, comprise <br />~n area totaling 36 acres. On all the above mentioned affected lands, totaling 132 <br />acres, revegetation is the primary reclamation plan. <br />These affected lands are bounded by Bureau of Land Management land and are <br />designated as forest lands and for mineral development. These designations refer <br />respectively to surface and sub-surface land usages. This reclamation plan will <br />restore surface areas disturbed by mining and milling operations to a stable state, <br />concurrent with surrounding land use policies. The establishment of fore:;t habitat, <br />which is the primary goal of the revegetation program, coincides with the local <br />land use programs. <br />An alternate vegetation plan was not developed for the affected lands, the reason <br />being that the climate and terrain are such that forest habitat restoration is the <br />-14- <br />
