EXHIBIT C -Mining Plan <br />(a) Mining dates <br />Mining will commence upon completion of the entire permitting process, which is <br />anticipated on or before August 30, 2002. Mining, crushing/processing, stockpiling and most <br />reclamation activities should be completed within 50 days (prior to the start of the winter season). <br />The primary reason for the development of the aggregate deposit located within the <br />proposed permit azea is to provide roadbase gravel and subgrade fill material for existing and <br />planned roads on the ranch property. It is estimated that a total of 100,000 tons of various grade <br />material will be produced. The mining, processing and stockpiling operations at the proposed <br />permit area will be completed during a single mobilization to the site. Approximately 40% of the <br />material (40,000 tons) will be stockpiled outside the proposed permit boundary (to the west) on <br />the adjacent Mask Ranch LLC. property. The remaining material will be made available for local <br />commercial use and will be stockpiled within the proposed permit area as shown on the Exhibit E <br />-Mining Plan Map. The material stockpiles to be located inside the proposed permit area <br />approximately 60,000 tons) are planned to be reduced within 12 to 18 months and the area seeded <br />and reclaimed. <br />(b) Topsoil -soil suitable as a plant growth medium <br />Topsoil is limited. Less than 15% of the proposed area of operations is currently vegetated and <br />the existing topsoil is thin and has a high per cent of gravel and rock/cobbles. However, since the <br />planned pit area of approximately 5 acres will be reclaimed as a pond, sufficient topsoil will be <br />available so that all disturbed areas will have a[ least 6 inches of cover. Additional topsoil may <br />also be imported from other areas of the Mask Ranch if necessary. <br />The topsoil material will be stripped from the excavation area, salvaged and stockpiled along the <br />pit perimeters (at the top of the slope) where the shore line for the pond will be located. Topsoil <br />will also be stripped from azeas where the material stockpiles will be located so that it will not <br />become contaminated with the processed and screened material. This topsoil from the proposed <br />stockpile area will be placed to the southwest of the material stockpile and reserved for placement <br />in reclamation. If topsoil stockpiles are to be left for more than 1 growing season, they will be <br />seeded with the same recommended seed mix used for the site reclamation. These stockpiles will <br />be located out of mine traffic areas and temporary stockpile and material handling locations. The <br />reclamation of the majority of the disturbed areas will be done as soon as possible. <br />(c) Thickness of overburden or quantity of waste rock. <br />Overburden is minimal and is sufficient quality to be used in base course and fill material. All <br />material below the topsoil horizon will be mined, processed and stockpiled. There will be no <br />stockpiles of waste rock or overburden. <br />(d) Thickness of deposit to be mined. <br />Test pits indicate that the aggregate deposit has an average thickness of 8 [012 feet of material <br />above the basement Mancos Shale throughout. The entire planned mine pit area will be <br />excavated processed and stockpiled during a single crusher mobilization to the site. <br />(e) Major components of the mining operation. <br />I . Access to the site will be off Archuleta Counry Road 119 using the owners' private road and <br />bridge. This access will be utilized for the duration of the mining activities. <br />
