used. Any slash generated from tree removal operations shall be lopped and scattered
to a maximum depth of 2 feet.
33. The road surface width will not exceed 14 feet, except in locations which require
curve widening. These locations must be identified on the ground and approved by
the District Ranger.
34. The Licensee will be responsible for controlling sediment on the drill pads and roads.
Sediment control devices will be used and may include (but not limited to) silt fence,
straw bales or wattles.
35. All drilling fluids, mud and cuttings must be contained on the project site in mud pits
or portable containers. The pit must not be used for disposal of garbage, trash, or
other refuse. Unattended pits will be fenced to keep out livestock and wildlife.
36. Mud pits must be allowed to dry or pumped before they are backfilled and reclaimed.
if pumped, fluids will be disposed off Forest, at a Colorado State approved site. They
must be enclosed by a 4-strand, bazbed wire fence while they are left to dry.
37. Reclamation efforts will be diligently pursued to insure that a minimum of ground
cover is established on all disturbed areas; a minimum 80% of the surrounding
undisturbed areas.
38. All drill pad sites will be reclaimed. Reclamation of pad sites will involve regrading
to approximate original contour, reestablishing drainage, soil replacement, and
reseeding the disturbed azeas. Reclamation activities will commence immediately
after drilling activities are complete unless a variation is granted in writing by the
Paonia District Ranger.
39. New temporary roads will be decommissioned by obliteration once no longer needed
for access. Decommissioning by obliteration will include returning the land surface
to approximate original contour, replacing topsoil, and seeding with the approved
seed mix. All drainage structures shall be maintained and approved prior to closure
of the route. All disturbed azeas shall be seeded with the approved seed mixture
immediately to prevent noxious weed infestation. The point of access (where
applicable) will be blocked as directed by the Forest Service so to prevent motorized
use of the obliterated road. To discourage access and use of reclaimed areas, natural
barriers and signs will be placed neaz the point where project roads that have been
obliterated or converted to ATV trails intersect roads that aze open to public access.
The Forest Service will identify barrier locations and techniques.
40. The Licensee and/or their contractors must have the necessary materials on hand and
immediately available to contain any spills of fuels, oil, and other contaminants. Any
spills must be reported to the USFS immediately. Immediate containment and clean-
up will be required consistent with the Licensee's Spill Prevention, Control, and
Countermeasures (SPCC) Plan. Any contaminated soil will be removed from the
Forest prior to reclamation.
15
