Box 1046 <br />Lamar, Colorado 81052 <br />Re: Clarence Reynolds (Bates) Pit <br />File No.: 77-387 <br />Uear Mr. Winsor: <br />Un completing the adequacy review of the above limited impact permit <br />application, several questions and points of clarification need to be <br />addressed before this application can be brought before the July 27-28, <br />1983 meeting of the Mined Land Reclamation Board. Please address the <br />questions and comments in detail prior to July 22, 1983. <br />The following points need to be addressed: <br />Exhibit B - Mining Plan and Exhibit C - <br />The staff inspected this site in June of this year and tried to determine <br />the full extent of the pennit boundary. Uue to extensive past <br />disturbances including pit, haul road, and load-out stockpile area near <br />the main road, we were unable to deternine exactely what areas the county <br />wished to permit. Therefore, in order to determine the boundaries of the <br />permit area, please supply the staff with a new map drawn to scale <br />showing the extent of past disturbances in relation to the area you wish <br />to permit. Remember all areas you will affect by mining including, pit, <br />stockpile areas, dwnps, and haul roads must be included under your <br />affected lands. This may have the effect of making this a regular (112) <br />permit application. <br />Exhibit E - Keclamation Plan <br />Your description of how you will reclaim this area is sketchy and the <br />staff is confused with what is stated in the reclamation plan, and what <br />was observed at the site. for instance, you state that topsoil will be <br />stripped and Stockpiled on the site, but field investigations revealed <br />that the pit is very extensive at this date, and no topsoil has been <br />stripped and stockpiled. Therefore, please detail the amount of topsoil <br />you will strip and the location of this strippable material in relation <br />to the existing pit.
