These changes are in response to your letter dated <br />August 25, 1992, and the concerns raised by E1 Paso County. <br />On December 10, 1992, the City received approval from the E1 Paso <br />County Planning Commission and Board of Commissioners for a <br />Special Use Permit for the mining operation. During the County <br />approval process we made minor changes to the mining plan and <br />sequence to minimize the visual impact on surrounding properties. <br />The final contours were also revised to improve drainage and <br />sediment control. <br />Exhibit "C", Pre-Mininq Plan Map, has been revised by adding the <br />City limits line for the City of Fountain. The northern portion <br />of the permit area is within the Fountain City limits which means <br />it is not under the jurisdiction of E1 Paso County. The County's <br />concern was that the mining could be done differently in this <br />small area in the City of Fountain. To satisfy tha*_ concern, the <br />City of Colorado Springs agreed to submit any changes in the <br />mining plan for the area inside the City of Fountain to E1 Paso <br />County for their review and approval. These changes would also <br />be submitted to the Colorado Division of Minerals and Geology - <br />Office of Mined Land Reclamation. <br />Revised Exhibit "D", Mining Plan Map, shows the mining plan and <br />sequence changes. The power line will be located underground <br />along the access road. Phases 3 through 6 have been rearranged <br />so that Phase 3 is at the south end of the permit area and Phases <br />4, 5, and 6 progress to the north. This revised mining sequence <br />allows the revegetation on the high bank on the west side of <br />Phase 2 to become established before it becomes visible during <br />mining in Phase 6. The high bank should blend with the <br />surrounding undisturbed area and thus be less noticeable. <br />30 S.
