Rule d establishes the minimum environmental protection performance
standards to be adopted and implemented under the Colorado Regulatory
Program for Surface Coal Operation and Reclamation Operations. Mt.
Harris Coal Company has included information in this section to ensure
that the coal loadout operation and the surface disturbance associated
with that operation are conducted in a manner which preserves and
enhances environmental values.
