.. <br />Mr. Charles Kimzey -2- August lg, 1983 <br />I must receive the notifications to all adjacent landowners (and the landowners <br />of the pits themselves) before the Board can consider the applications for all <br />three pits. The proofs of notifl~ations should take the form of green <br />certified mail return receipts (or copies thereof) proving that each landowner <br />has been sent a copy of the first publication. I must also receive proof of <br />the two sequential weeks of publication. This proof should take the form of a <br />publisher's affidavit or copy thereof. <br />Application Item 12 - Acreage <br />An examination,of the application materials shows all three operations to be <br />existing pits. It is not clear to me whether or not only the existing pits <br />have been included in the affected land. The total acreage should include not <br />only the existing pits, but also any planned expansion areas for mining and <br />associated features, such as stockpile areas, roads that are not pre-existing, <br />etc. Please clarify this situation. <br />Exhibit A <br />1. The legal description for the Burns Pit is given as the NE/4 SW/4 of <br />Section 11, TBS, R61W in the Division of Wildlife statement and as the SE/4 <br />SWj4 of Section 11, TBS, R61W in the S.C.S. materials for this pit. The map <br />given would seem to indicate that the first of these two is correct. Please <br />`clarify this matter. <br />Exhibits 8 and C <br />1. The depth of gravel to be mined in each of the three pits should be <br />given. <br />2. Topsoil for all three operations should be treated (during mining) as <br />follows: <br />a. All available, remaining topsoil should be stripped before mining <br />occurs. <br />b. The topsoil should be stockpiled away from the active mining <br />operation and away from any drainages (but within the permit area). <br />Slopes of the stockpiles should be kept to 2h:ly or less where <br />practicable. <br />c. All tdpsoil stockpiles should be planted with a perennial grass <br />cover crop for purposes of stabilization against wind and water <br />erosion. Ns topsoil stockpiles are added to from time to time, the <br />cover crop may need to be replanted (at least, in places). Given <br />the revea3etation seeding mixtures recommended by the S.C.S., I <br />suggest the use of Western wheatgrass at a drilled rate of 16 lbs. <br />PLS/acre for this purpose. (The rate should be doubled, if seed is <br />broadcast.) <br />
