Bear:
The Di visior, i5 approving in pars the minor revision recuest dated
• October 2u', 198, Iihich will allow a tem~.orary development .•aste stockpile
of approrinutely 300 tons at the Eear 1Po. 3 Mine surface facilities area.
Once development worl: is completed, ::paste storod in the temporary stockpile
will be hauled back into the mine and disposed of in abandoned worY.irgs as
specified in the permit.
Once the initial development work is co.^pleted, no further surface disposal
of underground develooment waste will be permitted. The minor revision
application requests "some future flexibility in storing temporarily
underground develooment waste on the surface w1:en safety issues are
involved". This would represent a departure from the plan as presented in
the permit. I-btential impacts of surface stored refuse disnosal were
not evaluated durine the permit review process. If the underground disposal
cannot be accomplished safely and be in compliance with the approved plan,
a technical revision application addressing the problems wit1~ the
underground disposal plan and specific information on temporary surface
disposal should be submitted. Information on duration of temporary
storaye, location of the storage area, areal extent and volwne of the
stockpile and physical and chemical properties of the material should be
provided. ,
Disposal of s.aall arnount^ of waste at Wc:tcrn .Slope Carbon's approved
disposal site would probably be acceptable. liowevur, this also r~.presents
a departure from the permit, and quantification and justification for
this alternative should be included in the technical revision application.
• Sincerely, ~`
r- r~ \ . 1,
-.`
Dan l9athews
Reclamation Specialist
