• Mr. Fred Banta Page Two <br />October 21, 1982 <br />Bear Coal Company foresees only minor amounts of coal to be removed <br />during the development stage and hauled from the portal bench to the <br />surface facilities. A small coal stockpile of approximately 150 tons <br />of coal is necessary directly adjacent to the entries on the portal <br />bench. Only minor amounts of coal will be transported down the <br />temporary haul road to the surface facilities areas. <br />The temporary haul road from the portal bench to the surface <br />facility area is in the original location for the road that was used <br />for access to the old Edwards underground operation and is <br />approximately 1,480 feet in length. The overall grade of this road is <br />nine (9) percent. Adequate drainage and gravel surfacing have been <br />provided to ensure that no problems with sedimentation will be <br />encountered during use of the haul road. Likewise, extra care will be <br />taken when hauling coal from the portals to minimize or prevent any <br />coal spillage. Coal also will be located well away from the slope <br />near the portal to ensure no spillage down the slopes. It is <br />anticipated that the temporary haul road and coal storage pile will <br />only be needed for ninety (90) days or until the conveyor is <br />completely installed and operating. <br />I appreciate your attention to our request for a minor revision. <br />Unfortunately, we did not anticipate the delays with conveyor <br />construction associated with the late summer and fall precipitation. <br />This period of the year is usually dry which is favorable for <br />construction activities. <br />If you have any questions or need additional information, please do <br />not hesitate to contact me. <br />Sincerely, <br />BEAR COAL COMPANY <br />C~./~ri~rv G%~~ <br />William A.
