The use of the access road for haulage and the need for <br />a small coal storage area is required during completion of development <br />activities at the Bear No. 3 Mine. <br />As discussed in our meeting on Wednesday, October 20, 1982, haulage of <br />coal on the existing access road and a small coal stockpile near the <br />portal entries are needed because late fall precipitation has slightly <br />delayed the construction of our conveyor from the portals. As you <br />know, the Somerset area has experienced above-average precipitation <br />during the late summer and fall of 1982, and unfortunately, muddy <br />conditions have prevailed throughout the construction and development <br />activities of our operation. <br />For the safety of our miners, construction of the conveyor from the <br />portals has been delayed until drier or frozen ground conditions are <br />experienced. Also, if Bear Coal Company had attempted to construct <br />conveyor footings on the slopes, below the portal in muddy conditions, <br />then an adverse environmental impact would have occurred. However, <br />the Bear Coal Company has proceeded on schedule with construction of <br />the tieback wall at the portals and early underground development <br />work. During this underground development work, coal must be removed <br />to facilitate proper ventilation and to assure safe working conditions <br />• in the old mine workings currently being re-opened. <br />
