a,o5.3 <br />(6) Overburden. A narrative and appropriate maps explaining the removal, handling, and storage of all <br />overburden material in the permit area. Each narrative should include pit dimensions, overburden volumes, and <br />swell factors anhcioated for each phase of the nroposed operation. Permanent excess spoil disposal strvctures shall <br />geometry, and method of material placement. If appropriate for the nroposed operation, each plan should also <br />include: <br />(a) A surface blasting plan for the nroposed permit area, explainine how the annlicantintends <br />to comply with the requirements of 4.08 and including the following: <br />(i) Types and approximate amounts of explosives [o be used for each type of blasting <br />operation to be conducted; <br />(ii) A plan for recording and retention of the following drain blasting: <br />(A) Drilling patterns, including size, number, depths, and spacing of holes; <br />(f3) Charge and packing of holes: <br />(C) Types of fuses and detonation controls; and <br />(D) Sequence and timing of firing holes. <br />(iii) Description of blasting +varnine and site access control equipment and procedures; <br />• (iv) Description of types, capabilities, sensitivities, and locations of use of any blast <br />monitoring equipment and procedures nroposed to be used: <br />(v) Description of plans for recording and reporting [o the Division the results of <br />preblasting surveys, if required; <br />(vi) Description of unavoidable hazardous conditions for which deviations from the <br />blasting schedule will be needed under 4.08.4(2); <br />(vii) The limitations the operator will meet with regard to ground vibration and air blast, <br />the bases for those lunitatiotts, and the methods to be applied itt conu'ollitte the adverse effects of blasting <br />operations: and <br />(viii) On a map locate each explosive storage and handling facility. <br />RESPONSE <br />No additional surface blasting using more than 5 pounds of explosive is planned to be employed at the Foidel Creek <br />Mine. Two explosive bunkers will be installed southwest of the portal area on unreclaimed spoils. A 400 ft. by <br />100 ft. area was leveled and graded to insure that surface drainage does not discharge from the site. Explosive <br />storage bunkers will be located in the area shown on Map 24, Surface Facilities. The explosive bunkers will <br />conform to all Federal, State and local regulations as they pertain to location, construction and utilization. The <br />bunkers will be removed prior to backfilling and grading. <br />Within the Fish Creek Tipple permit area, Twentymile Coal Company does not intend to remove or stockpile <br />overburden material. In addition, no surface blasting will be conducted.
