INTRODUCTION <br />M Haul Road H construction was initiated in June 1999 and completed in September 1999 in preparation <br />for coal haulage from the Seneca II-W Mine. All salvageable topsoil was removed from the disturbance <br />areas and either stockpiled, windowed and replaced upon completion of the final road slopes, and a <br />portion was direct hauled for replacement on final graded areas. As-built culvert summaries are <br />contained on Exhibit 13-20.tA. This certification covers approximately 4,800 feet 10.90 miles) of Haul <br />Road H. <br />CONSTRUCTION SUMMARY <br />In accordance with Rule 4, Part 4.03.1 111 Idl of the Rules and Regulations of the Colorado Mined Land <br />Reclamation Board pursuant to the Colorado Surface Coal Mining Reclamation Act 34-33-101 et. seq., <br />I, Michael G. Altavilla, hereby certify that the construction of Haul Road H was inspected by myself. I, <br />Michael G. Altavilla, am a 1984 graduate in mining engineering and I have been a Registered <br />Professional Engineer in Colorado since 1992. 1 visited the site on numerous occasions during the <br />construction period. <br />I visited the construction site on a weekly basis over the entire length of the project. Activities which <br />were observed during these weekly inspections included topsoil removal, the placement of fill and base <br />• materials according to the approved design and specifications, as well as the installation of the <br />appropriate culverts. All activities were conducted in accordance with prudent state-of-the~art earthen <br />construction methodologies. <br />The purpose of my inspections and certification was to ensure proper construction of Haul Road H and <br />to satisfy the requirements of Rule 4.03.1 1111d1 of the Colorado Mine Land Reclamation Division. <br />To the best of my knowledge, based upon my professional expertise and to the extent possible, this <br />haul road at the Seneca II-W mine was constructed with prudent state-of-the-art earthen construction. <br />Further, the structure was constructed in compliance with the approved design, to the extent possible, <br />as specified in Tab 13 of the approved permit. Drainage control is provided by the appropriate culverts <br />and ditches. <br /> <br />Revised 05/00 <br />
