Topsoil stockpiles and visual screening berms shall be revegetated <br />orquick-seeded if left undisturbed for more than one (1) year. <br />4. As noted by the City of Colorado Springs, any changes to the <br />Mining Plan as it affects lands either in the City of Fountain or <br />unincorporated EI Paso County that would require a technical <br />revision to the permit shall be submitted to EI Paso County for <br />review and approval, which may include a hearing or rehearing on <br />the original use by Special Review permit. <br />5. Within one hundred eighty (180) days of approval the applicant <br />shall provide to the EI Paso County Planning Department copies of <br />an approved Colorado Department of Health Fugitive Dust <br />Emissions permit for this operation. <br />6. Within one hundred eighty (180) days of approval the applicant <br />shall place visible markers at the corners of the mining property. <br />7. Exhibit F, Drainage Control Plan and Final Reclamation Contours <br />dated 11/92, and any other documents revised after the original <br />submittal, shall be the controlling documents and shall be included <br />in the Application to the Colorado Division of Minerals and <br />Geology. <br />8. All vehicles transporting sand and/or gravel off-site shall be <br />covered to prevent any material from blowing and/or falling from <br />the vehicle. <br />9. No explosives shall be used in the extraction of material from this <br />~ site. <br />NOTATIONS: <br />1.' Special use approval includes conditions of approval and the <br />accompanying plot plan. No substantial expansion, enlargement, <br />intensification or modificaticn shall be allowed except upon <br />reevaluation and public hearing as specified in the L n <br />Development Code. <br />~..... <br />
