IdTHODUCTIOiV <br />Wyoming Fuel Company (WiC) is proposing to construct a coal processing <br />xaste pile near the mouth of Cirueia Canyon. Processing waste xill consist <br />of ventilation overcasts, roof falls and rocK generated during sump <br />construction. Thase wasste typal will be conveyed separately from the coal <br />during off shift Hours. Processing waste xill also be generatad iron ttte <br />rotary oreaker. Competent rock (+2"j vi11 be dischargeu from the rotary <br />breaxer and hauled to the processing waste pile. <br />Tha processing waste pile boundary will cover approximately 4.yo acres <br />as snown in plan viex on Figure 1. A oerm was constructea oy tna previous <br />operator rerouting the Ciruela Canyo^ drainage. 'Pnis berm was constructed <br />to allow room for procassing xaste pile expansion. <br />Tne previous operator's processing waste pile suom>_ttals ware reviewed <br />by the Division. The Division found an assassment could not be made <br />• regarding the hydrologic consequences of processing xaste pile construction. <br />Fur this reason, the Division wrota Stipulation y as a condition to the <br />Golden Gagle r[ine Permit. This stipulation contained five parts. Parts A <br />tnrougn C dealt with the collection of additional baseline data and Part t: <br />addressed tha permit revision process. Part D is the basis for the permit <br />stipulation, wnicn is to: "Assess tae Hydrologic impacts of the disposal <br />pile and demonstrate that the proposed pile xi11 minimi2e impacts to the <br />quality and quantity of alluvial groundwater in Ciruela Canyon and the <br />Picxetwire Valley". <br />Tna following narrative addresses Hydrologic and geologic oaseline, <br />pile layout design and drainage, operations plans and Hydrologic impacts and <br />bonging estimates in an effort td answer questions outlineu in letters uatad <br />vlatcn d, 1yd5 and December 11, lydo gnu Stipulation y of the Golden cagie <br />permit application. <br />• <br />
