~~ c c <br />Stipulation 2 required Wyoming Fuel Company to commit in <br />writing to reclaim the pile using 4 feet of nontoxic cover <br />material whose characteristics would be acceptable to the <br />Division. Per plans, WFC is committing to reclaim the pile using <br />4 feet of nontoxic cover. WFC retains our rights to demonstrate <br />the pile could be reclaimed with less than 4 feet of material <br />should we choose to do so at a later date. <br />Stipulation 3 required soil sampling at three locations. <br />Two (2) samples were to be taken from Area No. 1 as shown on <br />Figure 1 of the technical revision prior to initiating <br />construction of the expanded pile. In addition, one sample is to <br />be taken from Area 4 as shown on Figure 1 after the pile material <br />Ss moved. <br />WFC sampled Area 1 in April, 1988. Samples were taken in <br />two foot intervals at two locations within Area 1 as required by <br />this stipulation. Samples were taken at approximately the same <br />locations as identified on Figure 1 of the technical revision. <br />Sampling results are presented in Tables 1 and 2. Each <br />depth increment was evaluated against the appropriate criteria <br />established in Table 3. Table 4 is a qualitative summary of <br />suitability criteria for each depth Sncrement. <br />• The sample results indicate the soil material is acceptable <br />for covering the coal processing waste pile. All parameters <br />tested are deemed either suitable or good quality as a growth <br />medium. Two (2) samples were poor because the percent clay <br />exceeded 40~ in the 0 to 4 foot depth increment. The actual clay <br />percentages were 44% (0-2 foot increment) and 41~ (2-4 foot <br />increment). <br />The percent coarse fragments as reported represents material <br />greater than 10 mesh (approximately 1/10 to 1/12 of an inch). <br />Thus, total coarse fragments as presented is probably an over <br />estimate of this parameter. <br />An additional sample will be taken in Area 4 as soon as the <br />pile is moved to allow access to Area 4. The Division will be <br />notified prior to this sampling. <br />Stipulation 4 requires WFC to suspend pile construction if <br />the Division finds the soil unsuitable for cover material. WFC <br />must then commit to amend or import suitable material. <br /> <br />
